- Downloaded jQuery and added it to the vendor directory
- Downloaded Bulma CSS and added it to the vendor directory
- Excluded vendor directory from pre-commit hooks since we have no control over them in terms of quality and rules
- Added ruff to the dev dependencies
- Updated base template to use the vendor directory for statics as well
